Module HCP: Ukraine's Collaboration with the EU in Emergency Response

        The project will last 18 months and is led by the Ukrainian State Emergency Service. Its main goal is to significantly improve readiness to respond to climate challenges such as floods and wildfires. The project involves the procurement and installation of high-capacity motor pumps that meet EU standards, replacing outdated equipment, and the development and implementation of training programs for personnel on the use of new equipment and modern response methods.
        Community engagement programs will also be conducted to enhance public awareness and preparedness for emergencies. Expected outcomes include increased emergency readiness, enhanced cooperation with European civil protection partners, and improved public safety.
        The modernization of the Main Department of the State Emergency Service of Ukraine in Lviv region will significantly increase its ability to respond quickly and effectively to emergencies in line with European Union requirements. The planned upgrade to more modern and efficient equipment will allow the Main Department of the State Emergency Service of Ukraine in Lviv region to actively participate in international missions under the European Civil Protection System (UCPM) and to be part of the EU rescue service reserves, thus increasing Europe's overall emergency preparedness.
        The introduction of the latest technology and replacement of old pumps with higher performance models, as well as improved vehicles, will increase the mobility of the module, allowing it to quickly deliver aid to the most remote regions.
        This is crucial to reduce geographical dispersion, as the Main Department of the State Emergency Service of Ukraine in Lviv region, located in western Ukraine, will be able to provide assistance not only within the country but also to neighboring states that may lack similar resources.
        In addition to technical upgrades, significant attention will be given to enhancing the skills of personnel through specialized training and education, particularly in safety and effective use of new equipment. Comprehensive testing of the updated module is also planned to ensure its compliance with EU standards, which will undoubtedly strengthen Ukraine's position on the international stage as a reliable partner in civil protection.
        The All-Ukrainian association of local self-governments «ASSOCIATION OF AMALGAMATED TERRITORIAL COMMUNITIES» has many years of experience in project activities, cooperation with international technical assistance programs and funds. Together with the State Emergency Service of Ukraine, the Association is working on the development of an auxiliary system for responding to emergency situations in communities. The project office of the Association, on the basis of the signed memorandum of cooperation, helps to attract grant funding for civil security projects and administers grants for the State Emergency Service.
        Since the State Emergency Service as a state body in most cases cannot provide financial assistance and does not have the personnel potential to administer projects, this function is performed by the Association.
        The beneficiary of the project is the Main Department of the State Emergency Service of Ukraine in Lviv region, its 2nd Special Purpose Emergency and Rescue Unit of the Main Department of the State Emergency Service of Ukraine in Lviv region, located in Drohobych, for the modernization of the module, which will be purchased all equipment and technical means.
        The Association will administer the project, procure services and equipment in accordance with the approved policy, transfer the equipment and products developed under the project to the SES system and conduct a communication campaign on the European Union's support for the project.
        The Main Department of the State Emergency Service of Ukraine in Lviv region, after the module is modernized and for the next 5 years, is committed to responding to emergencies within the framework of the EU civil protection mechanism for the module deployment.
