Among the speakers who will open the Europe Civil Security Forum is Mathieu Mori, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe
The Congress has been actively supporting decentralization and local government processes, which are crucial for the recovery and development of Ukraine. In April 2024, marking the 10th anniversary of the decentralization reform in Ukraine, Mathieu Mori emphasized the importance of local and regional governments for Ukraine’s resilience and confirmed the Congress’s commitment to continuing close cooperation to support the country’s European integration ambitions.
On March 24, the Congress of Local and Regional Authorities of the Council of Europe and the All-Ukrainian association of amalgamated territorial communities signed a Memorandum of Understanding. This document lays the groundwork for cooperation within the framework of the Council of Europe’s Action Plan for Ukraine for 2023-2026 “Resilience, Recovery and Rebuilding”.
