Uniqueness of the All-Ukrainian Association of Amalgamated Territorial Communities
The Association represents the interests of new communities that are pioneers and agents of change. Therefore, the Association – as well as each of its members – is the most interested and consistent supporter and promoter of social reforms.
The Association is a springboard for change – a tool for collective development, improvement and practical implementation of reform policy.
The Association is an association of the new Ukrainian self-government, which is being formed in amalgamated communities and is radically different from self-government in not reformed towns and villages. Thus, the Association is a challenge to the old system, which is largely based on Soviet principles of governance and still professes the ideology of the Soviet vertical.
The Association is a platform where amalgamated communities can form their own consolidated position, and the only channel through which they can communicate this position to all stakeholders, including the government.
ASSOCIATION MISSION
The Association actively promotes the formation and development of amalgamated territorial communities as the basis of a holistic new system of powerful and effective local self-government of Ukraine.
Principles of organizational development:
- Democratic procedures for:
- elections of governing bodies (competition of candidates’ programs, secret ballot, fair regional representation)
- developing the position of the Association (equal access and representation)
- Mandatory rotation of leadership and composition of governing bodies
- Collegiality of making key decisions
- Maximum involvement of members of the Association:
- to decision-making and to form the position of the Association
- to the representation of the Association at all levels
- to the formation of a knowledge base and experience
- Equality of rights and responsibilities of members, equal access to benefits from membership (participation in projects, participation in management, opportunities for initiative, etc.)
- Proper strategic and operational planning
- Compliance of current activities with the approved strategy and operational plans
- Transparency and accountability of the governing bodies of the Association.
On December 3, 2017, at the General Meeting of the All-Ukrainian Association of Amalgamated Territorial Communities, the “Strategy for the Development of the Association – 2022” was approved. The Mission and strategic vision of the Association’s development were defined.
VISION OF THE ASSOCIATION DEVELOPMENT
At the end of 2022, the Association will be approved as:
- an influential, stable and democratic institution that effectively represents the interests of amalgamated communities at all levels and provides them (independently or through partnerships) with the necessary services of appropriate quality;
- voluntary, democratic national association of local councils of amalgamated territorial communities of Ukraine, recognized in Ukraine and in Europe;
- an integral part of the new national system of institutions designed to ensure the success of social reforms and development of the country.
