At the opening of the forum, Marc Cools, President of the Congress of Local and Regional Authorities of the Council of Europe, will deliver a welcoming address.
His opening speech will be delivered on the first day of the event, during the official opening.
The participation of the President of the Congress emphasizes the importance of the regional level in the civil protection system and the readiness to support Ukrainian communities.
Europe Civil Security is about shared solutions, local action, and international solidarity.
The forum is organized by the State Emergency Service of Ukraine in partnership with the All-Ukrainian Association of Local Self-Government Bodies “Association of Amalgamated Territorial Communities,” as part of a project supported by the European Commission under the European Union Civil Protection Mechanism (UCPM).
