In his presentation “Practical Cases of Cooperation Between Local Authorities and Volunteer Fire Brigades in the Context of Hybrid Warfare”, Oleh Pylypenko will share the unique experience of a community that was among the first in Ukraine to face the enemy at the beginning of the full-scale invasion.
In the early weeks of the war, a volunteer fire brigade was formed in Shevchenkove, responding to fires caused by shelling—often with little to no equipment. Under extreme conditions, the community managed to build an effective model of cooperation between local authorities and volunteers, which became not only a response to immediate threats but also a foundation for trust and cohesion.
How can a volunteer movement be launched from scratch? What does emergency response look like in areas under constant threat? And what enables a community to act as one—without resources, but with determination and responsibility?
The Europe Civil Security forum is organized by the State Emergency Service of Ukraine in partnership with the All-Ukrainian Association of Local Self-Government Bodies “Association of Amalgamated Territorial Communities,” as part of a project supported by the European Commission under the European Union Civil Protection Mechanism (UCPM).
