Europe Civil Security Forum is live: Ukrainian experience in the spotlight.
The event was organized by the State Emergency Service of Ukraine (SES of Ukraine) in partnership with the All-Ukrainian Association of Local Governments “Association of Amalgamated Territorial Communities” within the framework of a project supported by the European Commission under the European Union Civil Protection Mechanism (UCPM).
The opening ceremony included welcoming remarks from the leaders of European and Ukrainian institutions. The main emphasis was placed on Ukraine’s contribution to building a new defense system.
This is not just an exchange of views, but a platform for forming a common vision of security standards.

Maciej POPOWSKI, Director-General of the Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), European Commission, in his welcoming speech emphasized that the Ukrainian experience has already become part of European security: “I am sure that we can all enrich each other, strengthen our knowledge, so I wish everyone a successful event.”

Marc COOLS, President of the Congress of Local and Regional Authorities of the Council of Europe, emphasized that territorial communities and partnerships between countries are the basis for the protection of civilians in Europe.

Andrii DANYK, Head of the State Emergency Service of Ukraine, noted that the workload of the service has increased by 70%, but the SES is ready to share its best practices. He wished the participants fruitful international communication for the safety of citizens.

Oleksandr KORINNYI, Chairman of the All-Ukrainian Association of Amalgamated Territorial Communities, Member of the Monitoring Committee of the Congress of Local and Regional Authorities of the Council of Europe, Mayor of Novoukrainka Territorial Community of Kirovohrad Oblast, said:
“We are demonstrating that communities are capable of not only holding the home front, but also shaping the security strategy on which the future of Europe depends.”
He emphasized three key aspects: trust in local solutions, digital security tools, and citizen engagement in the security system. Among the main challenges, he mentioned the following: mined areas, constant threat to civilians, and vulnerability of certain groups. “Our sons are defending not only Ukraine, but also European democracy,” emphasized Oleksandr Korinnyi.

Michał KAMIŃSKI, Senator of the Republic of Poland, Deputy Marshal of the Senate, thanked the Ukrainian Armed Forces and the Ukrainian people. He noted that it is the duty not only of the military but also of civilians to defend the home. “This is a valuable conference because it is Ukrainians who can showcase the experience that the whole of Europe needs,” the senator emphasized.

Oleksii RIABYKIN, Deputy Minister for Development of Communities and Territories of Ukraine, focused on warning systems, shelter construction and cybersecurity. “Despite the war, Ukrainians want to stay at home, live, work and develop. Our task is to create the conditions for this. New partnerships and strategic thinking are critical.”

Speakers include representatives of the European Commission, the Polish government, the Verkhovna Rada of Ukraine, the OSCE, and other international institutions.
