Vasyl Koval — Mayor of Pidberiztsi Community in Lviv Region, Board Member, Head of the Lviv Regional Office, and Head of the Local Budgets and Finance Platform of the All-Ukrainian Association of Local Self-governments «Association of Amalgamated Territorial Communities» — will share practical insights at the Europe Civil Security international forum.
In the first weeks of the full-scale invasion, the Pidberiztsi community — located near Lviv at the crossroads of key international highways — became a critical temporary refuge for tens of thousands of people. According to Vasyl Koval, local self-government not only remained functional but proved it could act effectively in a crisis — working closely with state authorities and the military administration.
Over 65% of registered IDPs stayed in the community for just a few hours or days. This required immediate organization of temporary shelter, food, hygiene facilities, as well as social, financial, psychological, informational, and medical assistance.
“We became a community of dynamic support — capable of acting quickly and systematically,” says Vasyl Koval.
We will explore the community’s strategy, practical actions, and its role in the broader security system at Europe Civil Security.
The forum is organized by the State Emergency Service of Ukraine in partnership with the All-Ukrainian Association of Amalgamated Territorial Communities, as part of a project supported by the European Commission under the European Union Civil Protection Mechanism (UCPM).
