What should a community strategy look like in the context of a full-scale war? Irena Lisova, Mayor of the Hryshkivtsi Community in the Zhytomyr Region, will speak about this at the Europe Civil Security international forum in Warsaw.

Using the example of her own community, she will demonstrate how even in relatively peaceful regions, the war changes the way local governments must operate. According to Irena Lisova, resistance, mutual support, self-organization, and resilience have become defining characteristics of a new kind of community — one that takes responsibility for itself and its future.

The Hryshkivtsi community has welcomed hundreds of internally displaced persons and developed a support system for them — including shelter, employment, and psychological assistance. At the same time, it has managed to maintain the stable functioning of essential services such as education, healthcare, and social protection. Special attention is given to creating a safe educational environment, supporting foster families, promoting youth policy, and preserving culture as a carrier of national identity during wartime.

The effectiveness of the community’s strategy, according to the speaker, depends largely on cooperation with international partners, donor organizations, and internal cohesion.

The forum is organized by the State Emergency Service of Ukraine in partnership with the All-Ukrainian Association of Amalgamated Territorial Communities, as part of a project supported by the European Commission under the European Union Civil Protection Mechanism (UCPM).
