We are delighted to present the All-Ukrainian Association of Local Self-Governments “Association of Amalgamated Territorial Communities” and share with you the vital role our association plays in the development and reconstruction of Ukraine.
 

Who We Are:

AAATC – The All-Ukrainian Association of Amalgamated Territorial Communities (Municipalities) is a leading organization representing local self-governments in Ukraine.
 
We are committed to fostering sustainable development, decentralization, and empowerment of local communities. Our association brings together over 60% of Ukraine's municipalities, serving as a unified voice for local governance and promoting the interests of our members at all levels of public authority in Ukraine and abroad.
 
The strong and effective all-Ukrainian organization unites 830 members around the common goal of building local self-government as one of the most important foundations of an independent and democratic Ukraine that is integrating into the EU.
 

Our Mission:

At the heart of our mission is the belief that strong local self-governance is the cornerstone of a prosperous and democratic Ukraine.
 

We strive to:

- empower municipalities by advocating for greater autonomy, resources, and decision-making powers

- recover Ukraine with the participation, on the basis and under the supervision of local communities and their self-government bodies
- build Ukraine on the principles of democracy and decentralization of power
- create an enabling environment for local development, innovation, and citizen engagement.
 

Our Key Initiatives:

- advancing decentralization reforms to transfer more authority and resources to local governments based on the principle of subsidiarity, enabling them to address the needs of their municipalities better
- involving and supporting capacity-building programs to enhance the skills and capabilities of local leaders and officials, ensuring effective governance and service delivery
- restoration of de-occupied territories, which includes a set of measures aimed at reconstructing infrastructure, ensuring accessible and transparent financing, reintegration of population, recovery of the educational process
- expert and advisory support of AAATC members
- advocacy of the municipalities’ interests before the central executive authorities
- exchange of municipalities’ best practices
- promotion of inter-municipal cooperation development, both national and international
- promoting sustainable development and investment in local infrastructure, education, healthcare, and economic opportunities to improve the quality of life for citizens.
 
 

Partnerships and Collaboration:

 
One of the indisputable values of AAATC is the desire to develop all forms of collaboration, self-organization, and establishing long-term partnerships.
 
We actively engage with government agencies, international organizations, donor partners, and civil society to foster cooperation, share best practices, and mobilize resources for local development projects.
 
AAATC supports the European integration of Ukraine. We facilitate this process by supporting collaboration between members and regional offices with European partners. Working with all pro-European forces, we help Ukraine and its municipalities prepare for membership in the European Union.
 
Our Chairman Oleksandr Korinnyi is a delegate from Ukraine to the Congress of Local and Regional Authorities of the Council of Europe (2021-2026), and a member of its Monitoring Committee.
 
Through strategic partnerships, we can leverage expertise and resources to drive meaningful change at the local level.
